ベトナム政府は国家公務員のうち70万人が十分な能力を持っておらずその損失額は年間76億ドルに上ると試算した。

昨年度のベトナムの国民総生産は1936億ドル。

試算によるとベトナムの現在の２百万人を超える国家公務員のうち３０%余りが給与に見合う義務をはたしていないという。

毎年、1万人近い公務員がリストラされているが本来は4万人近い対象者をリストラする必要がある。

公務員の無能さはベトナム政府も認めているようです。
